THE RANCHER AND THE RAUNCHY

It is interesting reading how Kong Hee stated in court that he “was once a “shepherd”” but then, “evolved into that of a “rancher”. However, Kong Hee had the audacity to stand up to tell his congregation that he maintains his integrity before the trials started. We know that there is a biblical church role of a shepherd (pastor). Where in the bible does it teach that pastors are to be ranchers?

Speaking frankly, Kong Hee has publicly confessed in court he is no longer a pastor.

Furthermore, the title ‘Rancher’ is fitting for impastors like Kong Hee, Phil Pringle and Brian Houston. Truly, truly, they herd believers into their corral and brand them with their company name.

He said he was once a “shepherd”. Then, as the chief missionary of the City Harvest Church, his role evolved into that of a “rancher”.

Yesterday, for the first time since the trial started in May last year, church founder Kong Hee took the stand as a defendant accused, along with five others, of misusing church funds to further the music career of his wife, Ho Yeow Sun, and then covering it up.

The evolution from home-bound shepherd to jetsetting rancher with overseas missionary commitments meant that he had to depend on his team of lawyers and auditors, including his confidant, auditor Foong Daw Ching, to look into the church’s transactions.

He insisted he did this to make sure that the use of church funds was above board.

But Deputy Public Prosecutor Christopher Ong pointed out it was unclear what the professionals had been asked to review in several instances, as e-mail evidence – which Kong’s lawyer, Edwin Tong, had referred to as examples of this diligence – was missing the relevant attachments.

“We don’t even know what the lawyers were asked to look at in the first place,” said Mr Ong.

Unlike the hysteria that greeted the start of the trial, the courtroom was not even full yesterday. The 49-year-old pastor, dressed in a smart black suit, strongly defended the Crossover Project, which was fronted by his wife to spread the gospel through pop music.

Kong said the inspiration for this came from a 1999 trip to Taiwan, when he was told young people were more interested in sports and pop entertainment than religion.

So, on the opening night of a June 2000 event organised by City Harvest to train church pastors and leaders in Asia, he asked Ms Ho to tweak pop song lyrics to include gospel messages.

“Instead of saying, ‘I love you’, she would sing, ‘I love you, Jesus’,” Kong explained. The response among the young was “overwhelming”, he said.

When they tried this again in a Taipei church two months later, he claimed “hundreds” accepted Christ.

Kong said he decided that the church would “engage the world of Music Television (MTV) and, through it…preach the gospel of Jesus”.

The Crossover Project, using Ms Ho’s albums, kicked off in 2002. By 2007, she had released five Mandarin albums.

“If not for the Crossover, we would be just another neighbourhood church. The Crossover Project doubled, tripled our congregation size,” he told the court.

While the church had paid for Ms Ho’s first two albums, the board members decided to call on long-time church member and wealthy Indonesian businessman Wahju Hanafi to reimburse the costs, as he had pledged to support the Crossover Project.

Kong said the church consulted both Drew and Napier lawyers as well as Mr Foong on various transactions to ensure they were above board.

“Mr Foong is my friend, confidant and mentor in financial matters, and he took it upon himself to keep an eye on all our accounts,” said Kong. “In fact, he made me a promise that, if something was wrong, he would contact me.”

The courts have recently opened again for the case. Here are some articles we found that examined the issues in court.

The Straits Times reports,

City Harvest trial: Church funds used as early as in 2001 to fund Ho Yeow Sun’s music career

“City Harvest Church funds were already used as early as in 2001 to fund the secular pop music career of founder Kong Hee’s wife Ho Yeow Sun, court documents showed on Tuesday.

An item in the church’s 2001 audit indicated “cost of production – MTV”. That audit was managed by Baker Tilly’s Ms Tiang Yii, who continued on the stand for a second day as a prosecution witness in the ongoing trial against Kong and five others for varying counts of criminal breach of trust and falsifying accounts.

Ms Tiang was later the engagement partner for the church from January 2006 to June 2007, and for music production firm Xtron from January to December 2007.

Defence counsel Andre Maniam, who represents former church finance manager Serina Wee, argued that Ms Tiang’s awareness of such investments meant it would not come as a surprise to her when told by Wee that the church had invested monies from their Building Fund in $13 million bond purchases in Xtron in 2007 and 2008.

However, in a heated cross-examination earlier by defence counsel N. Sreenivasan, who represents the church’s deputy senior pastor Tan Ye Peng, Ms Tiang insisted that she had not raised any warnings or red flags because Wee had only told her “verbally”, without any corresponding documentation for the church’s 2008 financial year audit.

“We didn’t have the information at the time; it was all preliminary information gathering,” Ms Tiang said. “The agreement that we saw for Xtron’s side did not say where the source of the City Harvest Church funds were from … That’s only verbal representation (for) which we have to seek corroborative evidence.”

Mr Sreenivasan countered: “So if somebody tells you that $1 million has been stolen, as auditor you will wait for corroborative evidence before you do anything?”

Today Online reports,

Auditor grilled in trial of City Harvest Church leaders

Auditor knew church funds were being misused to boost Sun Ho’s music career since 2001, defence claims

SINGAPORE — The trial of the six leaders of City Harvest Church continued today (Jan 14) with fiery exchanges between the defence and prosecution during the cross-examination of the church’s auditor.

The defence grilled Ms Tiang Yii on how she tried to distance herself from fellow auditor Foong Daw Ching, who is also a prosecution witness.

Mr Foong had testified in the second leg of the trial. Like Ms Tiang, he was the church’s external auditor.

After much grilling, Ms Tiang agreed with the defence.

The defence also made the point that Ms Tiang had known from as early as 2001 that church funds were used to produce singer Sun Ho’s music album.

Ms Ho’s husband and church founder Kong Hee, along with five deputies, is accused of misusing millions of church funds to boost her career. CHANNEL NEWSASIA

Roland-Poon-Says-Sorry_CHC-16-08-2014Back in 2003, the controversial Roland Poon criticised CHC of mishandling church funds to finance Sun Ho’s music career. We have decided to publish these old news articles for our readers.

In 2003, The Straits Times reported the following,

‘I have done nothing wrong’

SINGAPORE  – pastor-turned-singer Ho Yeow Sun was in tears on the phone last Saturday morning.

The City Harvest Church leader sounded distraught on the line from Taipei, where she is promoting her second album, Sun*day.

Someone from her congregation in Singapore had just informed her that the weekend edition of Today had a Page 1 story in which some church members expressed uneasiness over City Harvest’s support of her pop career.

Her husband and church founder, Reverend Kong Hee, was described as giving updates of his wife’s singing and promotional activities during church service.

One church member was quoted as complaining: ‘Even before the name of God is glorified, the husband always praises her first and shows her video.’

The report also said there were suggestions that the church was being used to drum up votes for Ho at this Friday’s MTV Asia Awards.

Ho, 31, is one of five nominees vying for the Favourite Music Artist from Singapore award.

She is up against Urban Xchange, Stefanie Sun, A-do and Kit Chan.

Besides being asked to vote, a member said church-goers were asked to buy Sun*day, while another said the 13-year-old church was fast becoming a ‘personality cult thing’.

In between sobs, Ho told Life!: ‘I really don’t need this. At first, I was quite affected and wanted to give up everything and just go home.

‘Then I thought, ‘Hey, my conscience is clear, and I’ve not done anything wrong.’ So, I’ll still come back to sing during the show.’

Rev Kong told Life! on Saturday that there is nothing exceptional about rallying behind Ho.

‘It’s the same when we support and celebrate any member of our church who is making a significant difference in the marketplace,’ he said.

He cited the example of Ms Elim Chew, founder and owner of streetwear chain 77th Street who was named one of the Montblanc Businesswomen 2002. A year before that, she won the Most Promising Woman Entrepreneur award given out by the Association of Small and Medium Enterprises.

After her wins, the church invited Ms Chew to share with its flock her experience during a service. At the same time, a large screen projected newspaper clippings for all to see.

Rev Kong said that the church took this approach: When one member succeeds, everyone rejoices.

But City Harvest draws the line at hard sell, added a spokesman.

‘We did announce that Sun had been nominated and that members can vote for her if they want to. But it’s different from saying that we’re actively asking them to do it,’ she said.

Either way, Ho, whose first album, Sun With Love, in 2002, sold more than 100,000 copies, said she does not stand a chance of winning the MTV award.

‘I’m lucky enough to be nominated. How can I beat such strong contenders as Stefanie Sun and A-do? Stefanie won last year and I think she will win again this year,’ she said.

‘Anyway, what’s so wrong if my church members want to support me voluntarily?’

The spokesman also said that parishioners were not pressured to buy her two albums.

Other than putting up some publicity posters in church, ‘we just let them know that her albums are available and let them decide whether to buy them’, the spokesman said.

Of 10 City Harvest members contacted by Life!, eight said there was no compulsion for them to buy the albums or to vote for Ho.

Senior account executive Stella Gwee, 27, said the matter was one of interpretation.

‘It is true pastor Kong will share about what pastor Sun has been doing. But it depends on how people read that. We do not see her very much these days, so it is interesting to know what she is up to. We do not take it as a promotion of her CD per se,’ she said.

As for the few occasions when her music videos were screened in church, housewife Ivy Long, 31, and freelance educator Ng Chin Wei, 27, said that these were requests from members who did not have cable TV where the videos are aired more frequently.

In any event, senior programming executive Lynette Tan, 28, said that Ho does not gain from album sales because all proceeds go to charity.

That Ho does not pocket any of the takings was confirmed by a spokesman for her church.

But not everyone in City Harvest’s 14,000-strong congregation is comfortable with these explanations.

Businessman Roland Poon Swee Kay, 39, for one, had called up and written to The Straits Times last week about the alleged impropriety. He said mixing religion with secular matters was ‘unethical’.

Mr Poon, who has been attending City Harvest for six years, alleged that he was ‘encouraged’ by his cell group leader to buy both of her albums, and so he bought five of each at one go.

He also claimed that church funds were used for Ho’s publicity and promotional campaign.

He said the only reason he was staying on in the church was because he felt he had invested ‘too much money’ towards the $48.7 million used for the construction of the church building at Jurong West.

In response, Rev Kong said that not a single cent from church funds was used to buy or to promote Sun’s albums.

Integrity, he added, was a core value of the church.

‘As such, we always try to be as transparent as we can in all our activities. Our accounts are audited yearly by a public accounting firm,’ he said.

The Straits Times also reported the following in 2003,

Poon says sorry; pastor asks church to forgive

Businessman withdraws allegations about City Harvest Church and singer Ho Yeow Sun, and church prays to forgive him over the weekend.

The man who made allegations about City Harvest Church’s support of pastor-singer Ho Yeow Sun’s pop career has apologised publicly.

And in five sermons over the weekend, Ho’s husband, church founder and senior pastor Reverend Kong Hee, asked the congregation to forgive the man.

Two weeks ago, Mr Roland Poon Swee Kay contacted the press to complain about what he said were improper practices by Rev Kong and his wife.

Last Friday, the 53-year-old businessman issued four apologies in The Straits Times, Lianhe Zaobao, Lianhe Wanbao and Shin Min Daily News. A fifth apology appeared in The New Paper last Saturday.

In all, they cost $33,372.06. A source close to Mr Poon said yesterday that the amount was paid by an anonymous donor who knew of the businessman’s financial difficulties.

In the half-page apology in The Straits Times, Mr Poon, a member of the church, said he had fed false information to journalists from Life! and Today via e-mail and telephone conversations.

He also retracted all previous statements he had made regarding Rev Kong, Ho and the church.

Some of his earlier remarks were aired on Channel NewsAsia on Jan 17. This was followed by a Page 1 story in Today on Jan 18, which claimed that some church members had expressed uneasiness over City Harvest’s support of Ho’s pop career.

After reading the report, Ho, 31, who was then in Taiwan, broke down in tears.

In a Life! story published last Monday, she said that she had done nothing wrong.

Her husband also denied Mr Poon’s allegations. Rev Kong said that no church funds had been used for Ho’s pop career promotion, and that it was normal practice for the church to support and celebrate the secular success of its members.

The Chinese press also picked up the story.

Ho, who has been the church’s music pastor since 1993, launched her pop career last year.

Her first album, Sun With Love, sold more than 100,000 copies last year.

She recently launched her second work, Sun*day. All proceeds from both albums are pledged to charity.

She also sang at last Friday’s MTV Asia Awards, and was nominated for Favourite Artiste  – Singapore.

As a result of all the news, members of City Harvest, which is in Jurong West, say they have been under a lot of ‘unnecessary’ scrutiny.

UFM 1003 DJ Danny Yeo, 30, for one, said he had been bombarded with phone calls.

‘I tell people that I’m still attending City Harvest and that it takes more than reading headlines and newspapers to make a judgment about the church,’ he said.

Last Friday, Life! also published a response from the City Harvest management board.

The letter reiterated Rev Kong’s stand that no church funds were used to finance Ho’s pop career. It added that there was no hard-selling of her two CDs in the church and no question of a personality cult forming.

That Mr Poon’s retraction in The Straits Times appeared on the same day as the church’s reply has raised some eyebrows among observers.

However, Rev Kong and church board member Chew Eng Han explained yesterday that it was pure coincidence.

The board had already submitted its statement to the newspaper last Wednesday, before the church received a call from Mr Poon later that day.

‘He voluntarily met up with me and a few board members at Fullerton Hotel on Wednesday evening,’ said Mr Chew, 42, a general manager of an American bank.

‘There, he told us he realised his foolishness after reading the positive remarks from other members of the church in the Life! article last Monday.’

He added that Mr Poon’s turn-around came after the businessman telephoned Sri Lanka-based clergyman, Bishop Jebanayagam, for advice last week.

Mr Poon could not be reached for comment and has not been attending service since Jan 18.

A source close to him said that he had met the bishop during the latter’s visits over the past eight years.

Bishop Jebanayagam apparently told him to come clean with City Harvest if he wished to be truthful, and that he would be forgiven.

Together with Mr Chew, Mr Poon drafted the apology last Wednesday night, got it vetted by City Harvest’s lawyers last Thursday and submitted it for publication the same day.

Mr Chew said that Mr Poon also revealed that his quotes to Today were attributed to several church members, including two identified as ‘Mr Png’ and ‘Mr Lee’.

He had contacted The Straits Times variously as ‘Roland Poon’ and ‘Swee Kay’.

Mr Chew said: ‘We have already forgiven him and have also asked him to come back to church next week.’

Rev Kong asked his congregation, which numbers 14,000, during his five weekend services to forgive the businessman.

‘My wife and I have forgiven him and so has the church. We’re not going to single him out and he can remain anonymous. That’s the good thing about being in a big church,’ he said.

Still, he felt that the church’s credibility ?especially that of its community service here and in the region ?had been unfairly undermined by the episode.

Rev Kong also said his wife remained badly shattered.

He said: ‘All she has been saying since she came back from Taiwan last week for MTV is how all her hard work has been for nothing.

‘Her success, which has been achieved through her own talent and efforts, has been unfairly discredited by the false allegations. However, she believes that in time, the truth will dawn.’

City Harvest Church Charged On Allegedly Cheating the “church of over $50 million”

Leonard Lim from the Straits Times reported the court hearing on Wednesday, the 27th of June:

“City Harvest Church’s Kong Hee and four others were charged on Wednesday with allegedly siphoning church money, amid fresh revelations that they conspired to cheat the church of over $50 million.

It emerged on Wednesday that $26.6 million was allegedly used to cover up an initial $24 million which they had taken from the church’s building fund and put into sham investments.

These investments in turn were actually being used to finance the music career of Kong’s wife Ho Yeow Sun…

On Wednesday, court documents showed that this alleged conspiracy was carried out through bond investments in two companies…

The prosecution revealed on Wednesday – to a courtroom packed with nearly 200 City Harvest members and supporters – that a second series of transactions was allegedly devised to misappropriate a further $26.6 million.

The prosecution said: ‘These further monies were circulated… to create the false appearance that the purported sham bond investments had been redeemed, when in fact the ‘redemption’ had been financed using these further monies misappropriated from church funds.’

This ’round-tripping’ meant that more of City Harvest’s building fund cash was used to repay the sums owed to itself.

The $26.6 million cover-up bid came about after the church’s auditor had raised questions about the purported bond investments…

Like Kong, who is represented by Edwin Tong of Allen & Gledhill, church management board member John Lam Leng Hung, 44, faces three similar charges.

The others charged – Kong’s deputy Tan Ye Peng, 39; church finance manager Sharon Tan Shao Yuen, 36; and investment manager Chew Eng Han, 52 – were slapped with more charges.

Chew and Tan Ye Peng each face 10 charges – six for criminal breach of trust and four for falsifying accounts.

Sharon Tan was charged with four counts of falsifying accounts and three for committing criminal breach of trust as an agent.

The first offence draws a maximum of 10 years’ jail, and or a fine. The second, which Kong’s charges come under, is punishable with a life sentence, or jail of up to 20 years and a fine…

The total sum of $50.6 million that the five conspired to cheat the church of makes the City Harvest case the biggest financial scandal involving a registered charity. It eclipses the $12 million that the National Kidney Foundation sued Mr T. T. The Singapore Government, Ministry of Home Affairs have made the following statements online:

Police has earlier sent a press statement on CAD investigations into persons for criminal breach of trust and false accounting.  Below are Deputy Prime Minister and Minister for Home Affair’s comments on the case:
  • I would like to stress that the charges filed by CAD are against 5 individuals from the City Harvest Church (CHC) regarding the use of Church funds. They are not filed against CHC itself.  The CHC is free to continue its church services and activities.
  • CAD carries out investigations when it receives information that a criminal offence may have been committed. CAD had previously investigated the National Kidney Foundation and Ren Ci.
  • As the matter is now before the courts, we should let the law take its course and avoid speculation or making pre-judgements that may unnecessarily stir up emotions.

Kong Hee’s City Harvest Church issued the following statement,

A STATEMENT FROM CITY HARVEST CHURCH

Dear Church Family,

This morning, Pastor Kong Hee, Pastor Tan Ye Peng, John Lam, Chew Eng Han and Sharon Tan were informed to attend court tomorrow.

There is no case that is being brought against the Church.

The CHC Advisory Committee, comprising Dr Phil Pringle, founder and Senior Minister of Christian City Church in Sydney and Dr A R Bernard, founder and CEO of Christian Cultural Centre in New York, will continue to provide spiritual leadership. Both pastors were appointed advisory senior pastors over CHC.

The Church Management Board continues to provide guidance on the running of the church.

Church operations and cell group meetings will continue as usual, including all weekend services at Singapore Expo and Jurong West.

In the meantime, do keep the church, our pastors, leaders and their families in prayer.

It’s worth noting that that City Harvest Church’s statement is misleading. It is not true that, “Pastor Kong Hee, Pastor Tan Ye Peng, John Lam, Chew Eng Han and Sharon Tan were informed to attend court tomorrow” that morning. They were ARRESTED that morning. That’s quite a convenient thing they left out of their statement, don’t you think?

The Straits Times (ST) also offers insight to Kong Hee and City Harvest Church.

It reports that Kong Hee and “four others from his ministry were arrested by the police in an early dawn raid on Tuesday morning”. The ST states,

“Among other things, the CoC … spokesman said the funds were used with the purported intention to finance the wife of pastor Kong, Ms Ho Yeow Sun’s secular music career to connect with people.

‘There was a concerted effort to conceal this movement of funds from its stakeholders,’ said the CoC spokesman.”2

The ST states the following about the charges,

“A police spokesman said that after a thorough investigation, the five would be charged with being in a conspiracy to commit criminal breach of trust as an agent. If convicted, each of them could be jailed for life and fined.

Mr Tan, Mr Chew and Ms Sharon Tan, will also be charged with conspiracy to falsify accounts. If convicted, each could be jailed up to 10 years and fined. All five will be charged in court on Wednesday.”

ST reports that the “inquiry revealed misconduct and mismanagement in the administration of the church, particularly in relation to the funds that were in the Building Fund which had been raised and earmarked for specific purposes”.

Chong Chee Kin writes, “executive members Ho Yeow Sun, Kelvin Teo Meng How and Tan Su Pheng Jacqueline… will be prohibited from taking part or being involved in managing the church, representing it in any matters, or attending any of its Annual General Meetings, Extraordinary General Meetings and Board meetings”.

City Harvest church founder Kong Hee and 4 others arrested

SINGAPORE – Founder of City Harvest Church Kong Hee was arrested together with four others from his ministry on Tuesday morning.

Mr Kong, deputy Pastor Tan Ye Peng, and three other leaders from their church were picked up from their homes early this morning.

They were taken in for questioning over alleged misuse of church funds and alleged breaches under charity laws.

The police said that the Commercial Affairs Department (CAD) has conducted a thorough investigation and will be charging Kong Hee, Tan Ye Peng, Lam Leng Hung, Chew Eng Han and Tan Shao Yuen Sharon for Conspiracy to commit Criminal Breach of Trust as an Agent under section 409 read with section 109 of the Penal Code, Chapter 224.

Tan Ye Peng, Chew Eng Han and Tan Shao Yuen Sharon will also be charged for Conspiracy to commit Falsification of Accounts under section 477A of the Penal Code, Chapter 224.

All five will be charged in court for the offences on June 27, 2012.

This afternoon, at around 5.35pm, Kong Hee posted on his Twitter account: “Tough day … I trust in You, Lord Jesus … Thy kingdom come, Thy will be done!”

In a statement today, Deputy Prime Minister and Minister for Home Affairs, Mr Teo Chee Hean said: “I would like to stress that the charges filed by CAD are against five individuals from the City Harvest Church (CHC) regarding the use of Church funds. They are not filed against CHC itself. The CHC is free to continue its church services and activities.

“CAD carries out investigations when it receives information that a criminal offence may have been committed. CAD had previously investigated the National Kidney Foundation and Ren Ci.

“As the matter is now before the courts, we should let the law take its course and avoid speculation or making pre-judgements that may unnecessarily stir up emotions.”

Singapore pastor arrested over misuse of $18M

SINGAPORE – The founder of one of Singapore’s richest churches was arrested Tuesday on allegations of misusing at least $18 million in donations from his congregation of more than 30,000, police said.

Pastor Kong Hee and four senior executives of the City Harvest Church — a Christian group registered as a charity — were arrested by the Commercial Affairs Department, a police unit set up to fight financial crime.

Officials said they were suspected of diverting at least Sg$23 million earmarked for charitable projects and spent money on a bid by the pastor’s wife, Ho Yeow Sun, to launch an evangelical music career in the United States.

The church, which has affiliates in neighboring Malaysia and other countries, is famous for services that resemble pop concerts.

“It’s confirmed that five persons were arrested and Kong Hee is one of them,” a police spokesman told AFP.

All five, who are out on bail, have also been suspended from their church positions.

Kong and his wife, whose whereabouts were unknown, became minor celebrities in Singapore for launching the church, which authorities estimate had a congregation of about 33,000 and net assets of Sg$103 million in 2009.

In a post on popular microblogging site Twitter on Tuesday morning, Kong tweeted a Bible Psalm in Mandarin saying God will protect him from evil.

Authorities began an investigation in 2010 after receiving complaints about the misuse of the funds, the Ministry of Community Development, Youth and Sports, which oversees charitable institutions, said in a press release.

“Financial irregularities of at least Sg$23 million from the Charity’s funds have been discovered,” it said.

“There was a concerted effort to conceal this movement of funds from its stakeholders.”

The five will be charged in court on Wednesday and if convicted, each of them could face life imprisonment as well as a fine.

Church officials contacted by AFP did not comment.

In 2009, a prominent Buddhist monk heading one of Singapore’s largest charities was jailed for six months for misappropriating hospital funds and lying about it to authorities.

There is no question that Phil Pringle has always been a close friends with Kong and Sun Hee. Pringle has stated,

“I always felt a great affinity with Kong and Sun. There are some relationships that God joins together, and you’ve got to recognize, respect and nurture those relationships, no matter what. I believe that those relationships that are divinely arranged, you need to stay together, because all of us have a piece of each other’s destiny inside of us, and in that relationship, destiny unfolds.”

Interview With Pringle Offers Insight to His Relations With Kong Hee

Since Kong Hee has been under investigation, Phil Pringle has given up countless time and effort to help Kong Hee’s church. This is somewhat admirable. However, if his commitment to Kong Hee is a true sign of how he upholds his friendship with him, this is a serious blow to Pringle’s personal world. We know this further undoes his credibility as a prophet, leader and teacher. However,  please keep him in your prayers as he deals with this personal affair. This close betrayal would have surely shaken him. Pray that it shakes him the right way and that he sorts through this okay.

This year, C3’s prophet Phil Pringle invited Kong Hee to speak at their C3 Presence 2012 Conference. Because the Singaporean authorities were still investigating Hee, Kong was only present in Australia for half the conference.

Today, Channel News Asia reported the following in regards to the ongoing investigations of Kong Hee:

SINGAPORE: Five members of City Harvest Church (CHC), including its founder Pastor Kong Hee, have been arrested for alleged criminal breach of trust and falsification of accounts of the church.

The other four members are John Tan Yee Peng, Lam Leng Ham, Chew Eng Ham and Sharon Tan.

The five were questioned by the Commercial Affairs Department (CAD) on Tuesday.

Kong Hee was seen leaving the Police Cantonment Complex at 4pm.

The five will be charged in court on Wednesday.

CAD said it commenced an investigation on 31 May 2010 into certain financial transactions of CHC after receiving information of misuse of church funds.

The Commissioner of Charities (COC) began its inquiry into the charity on the same day under the Charities Act over alleged misconduct and mismanagement of the building fund which had been raised and earmarked for specific purposes.

The COC said financial irregularities of at least S$23 million from the charity’s funds had been discovered. These funds were used with the purported intention to finance the music career of Ho Yeow Sun, who is Pastor Kong’s wife and co-founder of the church.

The COC found that there was a concerted effort to conceal this movement of funds from the charity’s stakeholders, saying it is concerned about the misconduct and mismanagement in the administration of the charity.

With the consent of the Attorney General, the COC has suspended eight persons, including the five arrested on Tuesday, from the exercise of their office or employment as governing board members.

The other three are Ho Yeow Sun, Kelvin Teo Meng How and Tan Su Pheng Jacqueline.

All eight have been suspended from their executive memberships in the charity with immediate effect.

The COC said it will also consider taking further courses of action against these individuals in order to protect the charity. This may include the removal of these persons from their office as trustee, governing board members, officers, agents or employees of the charity.

With the suspension, the eight persons will be prohibited from taking part or being involved in managing or representing the charity on any matters, or attending any of the charity’s Annual General Meetings, Extraordinary General Meetings and Board Meetings.

Meanwhile, Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean has stressed that the charges filed by CAD are against the five individuals from the City Harvest Church regarding the use of church funds.

He said the charges are not filed against CHC itself and the church is free to continue its church services and activities.

Mr Teo added that CAD carries out investigations when it receives information that a criminal offence may have been committed.

CAD had previously investigated the National Kidney Foundation and Ren Ci.

As the matter is now before the courts, Mr Teo said the law should be allowed to take its course and the public should avoid speculation or making pre-judgements that may unnecessarily stir up emotions.
